The owners felt that 20 security guards would be enough to maintain control of 900 people, but city officials weren’t going for it. Michael Booker, deputy chief of the Rockford Police Department asked what training did the security guards have with dealing “with a hip-hop/ gangster rap” crowd since other venues were having problems.
